2010年12月8日澳洲各州廳長,在第七次會議中,劃時代的認可國家中小學課程綱要。澳洲憲法規定,學校教育是屬各州的權責。百年來,中小學課程都是由各州控制決定。此次推動全國課程,不僅與臺灣改革趨勢不同,也與聯邦主義和分權精神不一。因此,發展過程中,引發了各界之討論。基於此,本研究首先描述澳洲國家課程決策背景和因素。其次,探究該課程之重點。接著,分析國家課程發展之特色。最後,提出可供台灣參考的建議。

英文摘要

On the 8th of December 2010, Ministers at the 7th MCEECDYA Conference unprecedentedly endorsed the content of the Australian Curriculum in a historic decision. For over 100 years, each state has its own educational system and the Australian constitution specified that state authorities had the independent right over their school curricula, so the developmental process of the National curriculum has raised many questions. Recently, the commitment to develop a national curriculum reflects the willingness of Australians to work together, across geographic and school sector boundaries, to develop the world class curriculum for all young Australians. This decision is in contrast to Taiwan, especially the strong international trend towards federalism and the decentralization of power. For this reason, the investigator firstly described the critical stage of centralized curriculum development and its rationale; then explored its highlight and analyzes its characteristics. The implications for education in Taiwan were proposed in the end.
