本研究以深度訪談,訪問精神障礙者與就業服務專業人員,探討就業服務對精神障礙者復原與復健的意義。研究發現就業服務雖對精神障礙者有重整就業力、就業的踏腳石、職場的後盾,及避風港/安身立命等價值。但在就業服務專業內涵未明確下,不論是服務提供者或使用者受到方案本質或外部客觀條件的諸多限制,而未能發揮預期效果。此外,精神障礙者的復原呈現階段性與當下的時間性。據此,本研究建議精神障礙者的就業服務應回歸福利的本質,重新建立服務績效評鑑機制,輔以職場教育及精神障礙者再教育,以營造多元的就業服務。

英文摘要

Nowadays, “recovery” has become a significant perspective and practical foundation of psychiatric rehabilitation. In Taiwan, employment services are viewed as a required program from hospital to community psychiatric rehabilitation. This study took depth interview as data-collecting method, attempting to clarity the functions of employment services on the way to recovery. The findings show the positive functions of employment services: “equipping employed-competence”, “stepping-stone”, “supporter”, and”shelter/settlement”. However, many restrictions limit service providers and users to fill the bill, and “recovery” have to be elaborated in context of timing factors. Therefore, this study claims employment services for people with mental disability should turn to “welfare” , in order to construct a diverse employment services system.
