中文摘要

本文主要目的係針對教育部2009年9月公布的中小學教師素質提升方案’ 以及2012年12月公布的中華民國師資培育白皮書’有關教師進修及進階的政 策內容進行探究。結果發現,教師進修及進階政策的發展,從延續性和整體 性的角度論之,具有下列六點優勢:1.建構以職涯發展為基礎的在職進修系統 架構;2.從三級教師進修體系提升為五個層級的縱向連結與互動;3.從教師進 修研習的倡議者、提供者,轉為兼具實務、評鑑和教師本位的實踐;4.將全國 教師在職進修資訊網納入教師專業發展整合平臺;5.完整的闡述多元化教師在 職進修型態與方式;6.具體提出教師生涯進階的制度與做法,接著本文進一步 提出二點省思之意見,最後綜以結語。

英文摘要

This article is devoted to investigate the framework of the “in-service teacher education” and “career ladder policy” for teachers due to the quality enhancement project for teachers of high school and elementary school as announced on by the Ministry of Education (2009), and the teachers incubation white paper for the Republic of China (2012) respectively. Based on the viewpoints of the completeness and the continuity, it was found that the development advantages of in-service teacher education and career ladder policy for teachers are as follows: 1.Construct in-service teacher education system framework based on career development; 2.promotion from a three-layer in-service teacher education system for teachers into five-layer longitudinal linking and interaction; 3.the transition from the proposer and provider of in-service teacher education into the implementation possessing practical consideration, assessment and teacher-oriented basis; 4.include the nation-wide information web of in-service teacher education for teachers into the professional development integration platform for teachers; 5.describe thoroughly the form and method of diversified teachers’ in-service teacher education; 6.pro-vide solid suggestions of system and method of teacher career ladder. Further, two viewpoints for meditation and conclusion are proposed.
