面對近年來少子女化趨勢,與師資培育多元化後所衍生的種種供需失調與品質 維持等問題,如何以多元、創新、與具有前瞻性的角度,來針對當前的師培政策進 行全面評估與檢討,可說刻不容緩。本研究擬對照1994年前後的師資培育相關政 策與法規,從中彙整出台灣目前師資培育的困境,如:師資養成的過程、教師資 格檢定制度,以及實習制度等方面。另外,作者嘗試從近十多年來師培機構在種類 與師培生人數的變化上,來檢視師資多元化之後在量與質方面的重大衝擊。M後, 針對師資培育多元化後所面臨的少子女化社會與教師供需失衡等挑戰,提出幾方面 建議,期望在學童人數逐年遞減中,透過整體師培政策之檢討,能夠真正培育出具 有教育熱忱與專業素養的未來教師。

英文摘要

As a result of the new teacher training policies issued in 1994,a more diversified and open system was put in place with the hope to improving quality of prospective teachers in Taiwan. Nevertheless, in recent years, like many countries in the West and East, Taiwan has encountered the trend of a drastic declining birth rate which has limited the possibility of recruiting new teachers due to the shrinking numbers of new school entrants. This study intends to review teacher training policies and practices in Taiwan before and after 1994. How these teacher training-related policies, laws and regulations, have brought about many changes to campus profiles, including the conflicts and dilemma between the new and the more experienced teachers, coupled with a great discrepancy between teacher’s supply and demand. It is hope that through an overall review of the current teaching training policy, suggestions can be made in the aspect of policy-making which will help preparing better prospective teachers.
