我國八0年代以降的教育改革中,師資培育的變革可說是其中一個重要環節。 「鬆綁」及「多元化」成為整體教改及師培制度改革的關鍵字。作者認為,無論 「多元化」或是「鬆綁」,應該都還只是提昇師培教育品質的手段,師培制度改革 的目標應該仍是建立高品質的師資培育,從而建立高品質的教育。作者分析了幾 個當前師培的問題,說明師培不應停留在市場導向的第一個層次,也就是「市場 化」、「自由化」,而應該進步到行銷學上的市場導向,亦即師培機構應該發展適 合自身發展的藍海策略,建置屬於自己的品牌特色,從而發揮教育專業工作者的理 想。最後,作者並以「專業發展學校」為例,說明師培人力及資源較為豐沛的師範 校院,或可考慮以此為借鏡,建立一個高品質師資培育的環境。

英文摘要

During the period of 1980s,educatioal reform in Taiwan,The change and diversification of teacher education system was a quite important step. ”De-regulationff and fTdiversificationM have become the keywords of reform of Taiwan teacher education. The author argues that no matter what ”de-regulation’,or ”diversification” are just the means of educational reform, and only the raising of quality of teacher education should be the aim of reform of teacher education. The author cites several instances to explain why the liberalization of teacher education shouldn’t end in the first level of marketing orientation, namely, "marketization”,and rather advances to the second level of marketing— "consumer orientation” marketing. Borrowing from the term "blue sea strategy”, the author argues that the institutes of teacher education, including the normal universities and teacher colleges, have to look for the unique and appropriate strategies to sustain the advantageous position of teacher education. Lastly, the author introduces the concept of "professional development school” to provide alternatives to build a superior qualitative teacher education system.
