臺馬輪為行駛臺灣-馬祖離島的人員、車輛和物資運輸的重要工具，但其結 構設計和強度以及船上人員的專業訓練、知識和管理，並不符合所航行國際水域 的要求，雖未曾發生重大事故，但潛在的危險因素依然威脅船舶和旅客的安全， 本文就其航行安全和管理進行探討，並予以建議。

The Ro-Ro ship ”Tai Ma” is transporting passengers, cars and cargos between Taiwan and off-shore islands. According the domestic regulation especially in coastal sailing area that those seafaring who work on the ship are unnecessary accept extra professional trainings. Such as safety operation and management regulations etc. Navigating on such water of Taiwan Strait will be exposed the ship to a great danger during the Winter.
This paper collect and analyze the world most famous Ro-Ro ship disaster report and a series international standard for training seafarers is submitted.
