中文摘要

本研究立基於國家創新系統的觀點來闡述台灣LED 產業之發展歷程,台灣LED 產業源起於1970年代,目前在台灣已有完整的產業價值鏈,包括上游的晶粒製造、中游的晶片生產、下游的封裝與測試。現今,台灣LED 產業在全世界已具有產量第一、產值第二的成績。本研究利用深度的質性研究,提出一個成功的國家創新系統必須要能動態性的適應環境變化,甚至所有國家創新系統的行動者皆要能策略性的調整其創新行動。最後,本研究之發現將有助於國家創新系統在動態性概念上的建立,以及提供產、官、學、研思考如何共同建立一個有效的國家創新系統,提昇整體的創新能力。

英文摘要

This paper is based on the perspective of national innovation system to illustrate thedevelopment process of the LED industry in Taiwan. The industry, which emerged in Taiwan in the1970s, has a complete industrial value chain, including epitaxy manufacture upstream, chipproduction midstream, and packaging and testing downstream. Today, the industry has the largestoutput quantity of LEDs and the second largest output value worldwide. Drawing on an in-depthqualitative study, we conclude that a successful national innovation system must dynamically adaptenvironmental change and further strategically adjust innovation actions. Finally, the findings ofthis research can contribute to facilitating the dynamic concept of national innovation system. Wealso suggest that an effective national innovation system should depend on the common interactionand endeavor of firms, government, academic, and research institute for upgrading the wholeinnovation capability.
