現行軍人績效評估的問題,存在一個複雜的評估過程,包含評估時間點的計算、評定績效分數的主觀意識與對受評者過去表現的淡忘或模糊情況,這些因素都會影響個人年度績效。因此,如何客觀的評定軍士官年度績效,以取得官兵的信任及團隊士氣,是為軍隊一項重要任務。本研究提出了一個新穎的績效評估方法,此方法是植基於三角直觀模糊數、多準則評選的VIKOR 方法,並考量不同時期的動態時間績效評估,稱為「動態多準則決策模式(DMCDM)」。另本文以一個國軍官兵年度考績評核為例,分別利用四季時間之評核結果來總評國軍官兵之年度考績,再輔以VIKOR 之決策工具,評選出最優之受評人員。藉由本研究的績效評估模式,冀希為國軍現行績效評估方式,注入更客觀的決策模式。
Currently there exists a complicated process of performance appraisal (PA) for militaryofficers, it is systematic and periodic process that assesses officers’ job performance andproductivity. As usual, the outcome of PA to officers was determined by senior officers ordirectors, it includes evaluators’ subjectiveness and time uncertainty, such as annualperformance evaluation, vagueness of job performance. Moreover, those factors will influencethe result of PA for officers. Consequently, it is a very important challenge for decisionmakers to make an objective and fair PA annually. Let all officers can obtain highly trust andmorale. In this paper, presents a novel evaluation model for PA under consideration ondifferent time periods. This model integrates triangular intuitionistic fuzzy numbers (TIFNs)and VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje) method, calleddynamic multiple criteria decision making (DMCDM), and considered the time periods forfour seasons. In addition, an example for military PA has been illustrated to demonstrate theusefulness of this study. We hope this research can help the decision makers or directors toimprove currently evaluated operations of PA in the military.
