近來爲因應節能減碳政策，國際間開始興起推動結合前瞻資通訊技術，發展「智慧能源」 領域產業，以作爲多元能源運用解決因應方案。世界各國政府結合推動節約能源、溫室氣體減 量，所設定國家政策與目標，並推動智慧能源相關產業發展。本文係選定歐盟相關推動法制政 策與實務機制，進行分析硏究，並對於「資料保護」與「資訊安全」領域，進行探討並硏議建 議意見，以供我國政府機關硏擬規劃相關法制政策之參考借鏡，並協助完善建構我國產業發展 應備法制政策環境基礎。

Recently, in response to energy efficiency policies, international began to rise to promote the combination of the information and communications technology, the field of the development of "smart energy" industry, as a solution. Governments around the world combine to promote energy conservation and greenhouse gas reduction, the set of national policies and objectives, and to promote the development of the wisdom energy related industry. This article is selected EU to promote the rule of law policy and practice mechanisms, analysis and study, and for the field of "data protection" and "information security". To explore and make recommendations advice for our government agencies and help improve the construction of industrial development.
