Since Maxwell proposed four equations establishing the basis of electromagnetic theory, it has become a professional subject studied by electricians and applied in the electronics industry. Electromagnetic theory is difficult to understand and most experts learn to teach the subject by learning from others with experience. Although many electromagnetic textbooks and teaching software programs have been published, most teachers still use the traditional method of teaching the material chapter by chapter. No research has investigated which content and hierarchical content arrangement makes teaching and learning easier. Therefore, this study focuses on basic electromagnetic fields and develops a 48-hour electromagnetic course. The content includes 11 relevant electromagnetic units: Coulomb's law, electric fields, potential, capacitance, current, resistance, magnetic fields, magnetic flux, inductance, interface conditions, and electromagnetic force. The interpretive structural modeling (ISM) method from the kansei engineering field is then used to analyze the chapter hierarchy to identify the optimal teaching order. The study also develops a Matlab Graphic User Interface toolbox (GUI), to assist with large calculations and rapid analysis. The results suggest that chapters should be the same level of difficulty, enabling more coherent teaching. According to an ISM study on basic electromagnetic, this method can be used to analyze and quantify uncertain issues and to enhance the applicability and practicality of interpretive structural modeling in hierarchical analysis fields.
