由於特殊的地理位置與歷史背景,台灣在日據時代曾經是遠東第一大的咖啡加工廠,但隨著在日本人的撤退而沒落。而近幾年在地方文化產業的推廣以及永續旅遊潮流的推波助瀾下,許多在地咖啡業者紛紛推出咖啡節活動,吸引消費者前來遊玩,刺激在地咖啡的銷售。本研究以花蓮瑞穗的咖啡為例,以在地飲食供應鏈之探討為架構;透過對咖啡農與相關業者的訪談來了解其問題與機會。研究結果建議降低咖啡豆價格以吸引組織顧客的合作及消費者的嚐鮮;另外可以透過跨產業的套裝行程推廣及結合在地特色農特產品來提高瑞穗地咖啡的能見度與知名度。公部門或合作社可以扮演好推動的角色,透過相關講習及評鑑活動的舉辦,提升咖啡農的生產技術及建立咖啡品質標準,以建立瑞穗咖啡的在地特色。

英文摘要

With its geographical and historical uniqueness, Taiwan had been the largest coffee growing and export country in Asia during Japanese colonization. However, the business had declined with the retreat of Japanese ever since. Recently, the local-grown coffee has regaining its momentum and the market is waking up with the rising interests of local food and sustainable tourism in Taiwan. Activities such as coffee festivals were conducted by local governments and coffee growers to attract customers and boost the coffee sales. In this study, concept of the local food supply chain was adapted as the framework to investigate the supply chain of the local-grown coffee from Ruisui. Interviews with coffee growers and local organizational customers were conducted to understand the issues and opportunities of the Ruisui local-grown coffee. The result suggested that farmers can reduce the price of the coffees to encourage the organization customers to participate in the promotion of the coffees. Lower retail price of the coffee is also advised to enhance the chance of first-try of the tourists. The collaborative promotion involves the farmers of coffee, dairy, and tea, owners of hotel and hot spring resort, and government representative in Ruisui is suggested. They can integrate variety of activities into a traveling package to attract the tourists and increase the accessibility and visibility of the local grown coffee.
