本研究以含氯污染場址為案例,估算場址及其周邊住宅、商業與工業區的土 地價值減損。結合風險地圖與累積機率的方式,估算Bell情境之污染土地鑑價。 此研究提供量化方法估算風險成本,估算場址在無考量整治過程逕行再利用,國 内風險成本比率(42.79%)比國外高。因此,建議政府執行褐地再生時,應考量 不同土地類型風險變化,以提供土地環境保險制度推動參考。

英文摘要

This study estimates the land damage value of residential, commercial and industrial land in the vicinity of chlorine-contaminated sites. Combining risk maps and cumulative probability estimation, the study determines the risk cost (Ip) using Bell’s detrimental conditions model. Also, a quantitative method used to estimate the cost of risk without considering the remediation process and land redevelopment is presented. As the result, the domestic risk ratio cost (42.79%) is higher than the foreign risk ratio cost. Therefore, the suggestion is proposed to government as to promote the insurance system used in land and environment policy that environmental insurance based on the risk of land reuse must be provided for brownfield regeneration.
