在核不擴散之國際安全的考量下,2005年IAEA發佈專家小組 報告,啓動核燃料後端循環多邊化倡議,促成美國提出綜合核燃料服 務(CFS)規劃,更引發俄國的積極回應。我國用過核燃料(spent fuel) 數量相當可觀,如何在不違逆國際核治理相關規範暨核不擴散機制 下,處理用過核燃料,已然是我國核能政策所面臨的重大挑戰。核燃 料循環的多邊化倡議,已是國際核能法學界的熱門課題,但於我國學 界仍屬陌生。爲此,本文擬觀察國際核燃料後端循環多邊化發展趨勢,並評估此種發展對我國相關管理政策的挑戰與契機。

英文摘要

Aiming to strengthen global nuclear non-proliferation, in 2005 the International Atomic Energy Agency (IAEA) Expert Group issued a report on multilateral approaches to the nuclear fuel cycle, beginning international efforts to manage the back end of the nuclear fuel cycle. The United States has proposed the comprehensive fuel services (CFS) initiative under the International Framework for Nuclear Energy Cooperation (IFNEC), while Russia has also put forward the concept of global nuclear power infrastructure (GNPI). In order to ensure compliance with the global nuclear regime when dealing with spent fuel, Taiwan must adapt to these new initiatives. However, although the internalization of the nuclear fuel cycle has become an important topic in international nuclear law, Taiwan is still unfamiliar with this agenda. This article tries to evaluate the impact of multilateral approaches to the nuclear fuel cycle on Taiwan’s spent fuel management strategy.
