本文旨從標準化測驗績效責任和家長教育選擇權為核心之課程改革趨勢,反思我國課程改革政策。受到新自由主義和全球化的影響,國外課程改革引進自由化和市場化的思維,提倡績效責任及教育選擇權之概念,依據學生通過標準化測驗的成果來檢視學校的辦學績效,鼓勵家長依據學校辦學績效行使教育選擇權,使得學校致力於讓學生通過標準化測驗,形成考試引導教學的教育現象。因此,本文首先說明美國、巴西、日本及北歐數國受新自由主義影響之課程改革政策,然後從考試引導教學及教育平等權等角度探討此現象的問題點,最後再反思我國當前即將推行之十二年國民基本教育政策。

英文摘要

This article reflected on the curriculum policy in Taiwan based on the foreign curriculum reform experience dominated by school choice and test-based accountability. Influenced by neoliberalism and globalization, numerous countries adopted the concept of liberalization and marketization into curriculum reform. Accountability and parental choice become two dominant reform initiatives. The accountability of schools is assessed based on the passing rate of high-stakes testing, while the parents select the school for their children based on school accountability. Due to the pressure to raise test scores, teachers are compelled to teach to the test. The article highlighted the curriculum policy based on neoliberalism in America, Brazil, Japan and select countries in north Europe. The problems of teaching to the test and education equality damage caused by the curriculum reform then were discussed. Finally, some reflections of the curriculum reform in Taiwan were proposed.
