澳洲高等教育過去數十年間入學人數的急速成長，但這也形成高等教育經費補助的困難，而近年來外國學生的成長趨緩，也使得一向重視高等教育國際行銷的聯邦政府轉而致力於品質與效能的提升，包括積極推動品質保證、機構整併、評鑑制度與績效指標等概念，同時尋求高等教育經費來源的多元化。 因此，有鑒於澳洲政府近年對於高等教育學費政策與助學措施的重視及改革，本研究選擇以澳洲為研究對象，採用文獻分析法，蒐集國內、外期刊、論文、專案報告，以及澳洲高等教育相關法令與政策白皮書，針對其近10年高等教育財源結構、學費及助學政策三面向進行分析，藉以明瞭澳洲高等教育學費與助學政策的實施內容及改革趨勢。同時由於澳洲高等教育的組成是以國立與州立大學為主，本研究結果將有助於我國公立大學學費政策及助學措施改革之參考。

The great increasing enrollments of higher education in Australia these decades had made the difficult of funding in higher education. The Australia government engaged in the promotion of efficiency and effectiveness, and focused on the policy reform in higher education fee and support. So the thesis used the documents review and the concept of comparative method to explore the funding resources and policy reform of Higher Education tuition and student support in Australia.
