在加拿大的憲法規定下,加拿大教育體制係採地方分權形式,教育管理權歸屬各省及地區政府,因此提供學生助學的各項措施亦由省及地區政府主導。高等教育各種財務協助方案,如獎學金、助學金等形式的助學模式便扮演重要的角色。然而由於地方分權模式,讓加拿大的助學方式依省分不同而略有差異。例如:安大略政府藉由「安大略學生助學方案」、「安大略減免學費30%計畫」與「安大略學生機會助學金」等方案,提供高等教育學生財務上的協助;此外,像是加拿大的學生借貸方案則是適用於全加拿大各級學生,提供有需求者申請使用。上述所有的方案,目的在幫助學生完成高等教育並獲得文憑。研究者期望藉由此議題的探究,可以對未來臺灣高等教育學費政策的設計提供另類思考方針。

英文摘要

The provincial and territorial governments have jurisdiction over education in Canada, so they are expected to provide assistance to students who face financial barriers in their pursuit of higher education. The higher education student financial assistance program plays an important role in supplementing student education in Canada, like loans, grants, and scholarships. But Provincial and territorial financial support programs differ across Canada. For example, the Government of Ontario offers financial aid for students through the Ontario Student Assistance Program, 30% Off Ontario Tuition, and Ontario Student Opportunity Grant, which are to assist students with demonstrated financial need in obtaining the necessary funds to meet the ever-rising cost of postsecondary education. And the Canada student loans program is created by the government of Canada to help higher education students with financial need. All of those programs, they can help students finish their higher education and obtain thediploma. The author hopes the results of this study can help design tuition policies in higher educational institutions in Taiwan.
