本文從鑑界途徑界定了「素養」、「核心素養」、「國民核心素養」等構念的意涵及其之間的關係,首先分析「素養」之構念意涵,並釐清其與「能力」之關係,其次界定「核心素養」之構念意涵,並釐清其與「基本能力」之關係,再界定「國民核心素養」之構念意涵,並釐清其與「國民基本素養」之關係,進而論述「自主行動」、「溝通互動」、「社會參與」等三面向的國民核心素養之重要性。

英文摘要

The author in this paper articulated “Concept and Reconceptalisation of Competence”. Firstly the author explored the concept and meaning of competence and defined the boundary between competence and ability. Secondly the author explored the concept and meaning of core competencies and defined the boundary between core competencies and basic abilities. Thirdly the author explored the concept and meaning of national core competencies and defined the boundary between national core competencies and national basic literacy. Furthermore, the author argue the importance of national core competencies to act autonomously, communicate interactively, and participate socially.
