本研究探討工礦安全衛生技師對各種核心職能之具備性,及事業單位對該核心職能之需要 性。本研究初步參考相關文獻擬訂問卷,後經測試及焦點團體討論,將問卷區分為技師問卷及 安全衛生主管問卷2種。問卷內容計區分為基本資料、核心職能(含7個構面35個問項)及綜合 需求評估(含2個構面12個問項)等3部份。經對32位技師、33位高科技及33位傳統產業安全衛 生主管實施問卷調查後(計分別回收22、32及30份有效問卷),發現我國工安衛技師無論就營 業規模、營業對象,及營業額均偏小;事業單位僱用技師從事安全衛生服務主要原因為「符合 法令規定」、「缺乏專業技術」,及「缺乏專業人力」;因此建議政府應強化勞檢機構監督檢 查之功能,及在法律面上對技師予以適當定位。本研究亦發現六項核心職能為技師及安衛主管 均認定非高具備性,但事業單位有高需求性者,建議列為技師第一優先充實職能;另計有十四 核心職能雖技師自認為高具備性,但安衛主管卻認定非為高具備性,由於事業單位亦認為有高 需求性,故建議列為技師第二優先充實職能。

英文摘要

This study was set out to investigate the completeness of industrial safety and health professional engineers (ISHPEs) in various core competences and the need of the above competences for various industries. After literature reviews, questionnaires used in the present study were established and further modified according to comments given by the focus groups. The content of the developed questionnaires were divided into three parts, including the basic information, core competencies (7 dimensions/35 items), and overall evaluation of need (2 dimensions/12 items). After conducting survey on 32 ISHPEs, and 33 safety and health managers (SHMs) from hi-tech industries, and 33 SHM from traditional industries (22, 32, and 30 valid questionnaires were recovered, respectively), we found that the business scale, number of clients, and business income were relatively small based on the data collected from the investigated ISHPEs. From the view of points of industries, the top three reasons for hiring ISHPEs include: “the need to compliance to the law”, “lacking of manpower”, and “lacking of safety and health specialty”. Therefore, it is suggested that the function of governmental labor inspection should be strengthened, and the role of ISHPEs should be clearly defined and enacted in the related regulations. Six core competencies have been considered as inadequate by both ISHPEs and SHMs. Because these were highly in need by industries and hence were recommended as the first priority core competence to be enhanced. In addition, fourteen core competencies were considered inadequate only by SHMs and were also highly in need by industries. The above were regarded as the second priority core competencies to be enhanced in the present study.
