本研究旨在驗證外籍勞工的教育訓練推廣相關事宜,以增加外籍勞工對於職業安全衛生的 認識。首先針對仲介公司翻譯人員進行勞工安全衛生教育訓練,其次進行教育訓練推廣試行活 動,包括與外籍勞工常聚會教會合作宣導、配合政府部門外籍勞工活動宣導、委請駐臺辦事處 辦理廣播宣導及事業單位安全衛生教育訓練實施,並進行推廣效果驗證。
研究顯示用不同方式宣導外籍勞工職業安全衛生訊息,皆有增加知識的效果,惟成效不 同;建議宣導者應依欲推廣的內容、對象及目的,選擇合適的方式進行。為有效提升外籍勞工 職業安全衛生教育訓練的效能,建議外籍勞工職業安全衛生教育訓練之相關翻譯人員,最好能 由具有職業安全衛生基本知識技能者擔任;事業單位進行外籍勞工職業安全衛生教育訓練時間 宜加長,至少要將我國勞工所受之職業安全衛生訊息完全讓外籍勞工知曉;本研究另提出提升 外籍勞工職業安全衛生教育訓練效能的4項重點提示,提供給進行外籍勞工職業安全衛生教育 訓練的相關人員參考運用。

英文摘要

The purpose of the present study is to verify how blue-collar foreign workers’ Occupational Safety and Health (OSH) education/training programs are implemented in Taiwan, in an attempt to raise such workers’ awareness of OSH. The authors began this study by offering OSH training to translators at manpower agencies, followed by OSH education/training and promotional campaigns conducted on a trial basis through partnerships with a church frequented by foreign workers, government authorities that launched events to improve such workers’ welfare, a labor-exporting country’s representative office in Taiwan that sponsored a radio show, and business units that carried out OSH training programs. Results of these promotional efforts were verified in post-assessments.
Findings from this study prove that the above-mentioned approaches to blue-collar foreign workers’ OSH education/training all lead to an increase in OSH knowledge, though to varying extents.
It is therefore advised that appropriate approaches be chosen according to the information to be conveyed, targets, and objectives of promotional campaigns. To noticeably improve the effectiveness of blue-collar foreign workers’ OSH education/training programs, all translators involved should be equipped with OSH-related basic knowledge/skills, with business units extending the hours of OSH education/training programs for blue-collar foreign workers, or at least making them fully aware of the OSH information available to their Taiwanese counterparts. Also, this study’s authors proposed four principles for enhancing the results of foreign workers’ OSH education/training programs, which will hopefully provide all those involved with a sound foundation for decision-making.
