本文選取6個背景不同且具代表性的健康資訊網站,涵蓋兩個(中央級與地方 級)官方網站、三個位處北、中、南區不同層級醫院架設之民間網站以及一個社團 附設之非營利組織網站,運用ICDT模式:資訊、溝通、配銷、交易四虛擬空間 (Information, Communication, Distribution, Transaction)融合健康識能(Health Literacy)觀點,進行網站內容分析。分析結果與硏究發現摘要如下:
官方與民間健康資訊網站角色和資源可以互補,官方網站重視衛教與政策宣 導以擴大服務族群;私人網站著墨專業醫療與宣傳爲行銷病患,兩者互有長短。硏究發現兩個主題性強烈之健康資訊網站,與其他健康網站明顯區隔市場,專業訊息更寬廣且精深,確實達到滿足服務目標對象相關需求。整體而言,六個網站在健康識能觀點下檢視,實質與溝通性訊息內容較爲豐富,但訊息展現方式之主動性與批判性識能仍有待加強。
本文建議官方健康資訊網站勿成爲政令宣達的單行道,應主動提供更便利的線上諮詢服務選項,令民眾在健康訊息查詢有安全感。對民間健康資訊網站而言,應該避免過度重視新聞與夾帶廣告宣傳,期待更多非營利組織與小型醫療機構發 展專科主題之健康資訊網站,以完整專業的服務宣導經營出特色網站。

英文摘要

This study examines six health information websites including two official three private hospitals’ and one non-profit organizational websites. They are analyzed by ICDT model and integrated with the perspective of health literacy. The results and the findings are as the follows.
The official ones focus on the policy advocacy of health education and expand the service to the public. The private ones mainly pay attention to the patients and emphasize professional medical services and marketing promotion. Although each of them has its own advantages and shortcomings, information provided by official and private websites is complementary to each others. The findings include that two health information websites are significantly segmented due to their clear themes which provide rich professional messages in details. This satisfies their targeted information receivers exactly. Generally speaking, with the aspects of health literacy all these six websites are comparably contained essential and communicative information. However, it could be better if the information is a bit more critical and active.
The official websites are suggested not to merely serve as instruments of policy advocacy; instead, they are expected to provide a sense of security to the citizen users by offering more convenient online consulting service. Meanwhile, it expects and encourages that more non-profit organizations and small medical institutes develop their websites more thematically in the related subjects in order to formulate their own particularity with comprehensive professional service concerning health.
