中文摘要

證照是個人在工作崗位競爭的憑藉,強化職業證照政策的推動,對臺灣技職教育的發展,無庸置疑的將產生深遠影響。南韓缺乏天然資源,唯賴人力資源作為國家發展的重要資本。過去企業用才以學歷證書為依據,但因高學歷化之影響,使得大學畢業生人數眾多,導致高等學歷證書不足以證明能力,職業資格的重要性慢慢凸顯。本研究即在探討南韓職業證照制度,並分析其對臺灣職業證照發展的啟示。經由文件分析與文獻探討,首先探討南韓職業證照之國家認證制度;其次,說明南韓職業證照之國家公認的民間資格證照制度與民間資格認證登錄制度的目的與內涵、組織與運作、問題並加以評析;最後,提出推動該方案可供臺灣發展職業證照的啟示與借鏡之處。

英文摘要

Qualifications provide the competition spirit at the workplace. Enhancing occupational qualifications will undoubtedly have a profound impact on promoting development of vocational education. South Korea is lacking of natural resources, for this reason it focuses on the development of human resources, which are an important capital for the country. In the past, obtaining the diploma degree was enough to be hired by most of the enterprises. Now days, according to the impact of higher education and a large number of university graduates, diploma is not considered as a proof of abilities anymore, and the importance of occupational qualifications has been highlighted. This article discusses South Korea occupational qualification system, and analysis. It's impact on Taiwan’s occupational qualifications development. This paper according to the literature review and document analysis, first, is a research about the present state of occupational qualifications in South Korea; second, it's a description of South Korean authorized private qualification and private qualification registration's purpose and content, organization and work, problem and assessment; Finally, some suggestions and introspection are provided.
