為解決金門縣沿岸漁業資源枯竭及大陸漁船非法炸魚與越界濫捕，有效保護金門地區沿岸海洋漁業資源，進而帶動該地區漁業轉型，爰於大岩嶼及青嶼等二處海域，依其海域特性，調查規畫漁業權區，提供漁政有關單位公告，有利於業者申請經營之參考。經調查綜合評估分析，初步規畫該二處海域利用如下：
(一) 大岩嶼海域：規畫定置網漁業權區海域（72 公頃）及區劃漁業權區海域（24 公頃）。
(二) 青嶼海域：規畫區劃漁業權區海域（50 公頃），並於該海域草嶼北面海域附近規畫保育區（60 公頃）。
本研究建議，可在漁業權區海域範圍規畫生產型或休閒型定置網區，牡蠣、海帶及淡菜養殖區，海上平台附掛簡易式箱網養殖體驗區，另在其他水域範圍規畫水域活動區、潮間帶花蛤體驗區、保育區及人工魚礁區。

Fisheries development was profoundly effected by depletion of fisheries resources and fishing illegally and cross-border of Mainland China off the water around Kinmen County in recent years. For the purpose of solving aforementioned serious issues, effective protection of coastal marine fisheries resources and fishing areas led transformation; consider optimal
exploitation, cultivation and management of marine fisheries resources, fishing right areas for multiple uses were proceeded to plan in 2011.
There are two fishing areas, including the Dayanyu and Chinyu which they were investigated through oceanic observation, such as oceanic and fishing conditions. Water around the the Dayanyu was planned to set-net fishery (72 hectares) and marine agriculture fishing areas (24 hectares); eco-tourism set-net fishery and marine agriculture fishing areas (50 hectares) and marine protected areas (60 hectares) around the Chinyu.
Artificial reefs and set-net fishery combined cage culture, offshore platforms for ecotourism, not only can improve the waters of productivity, savings in operating costs, but also concurrently marine recreational tourism and leisure, experience the fishing activities, to increase employment opportunities for local people, fishermen doubled revenue.
