筆者曾經應用理性行為者模式，就中國參與國際氣候合作的立場和態度進行分析，然而研究結果發現，理性行為者模式並無法完全解釋中國氣候變化政策形成的原因，其中還有其他理性行為者模式之外的因素值得探究。因此，本文嘗試應用國內政治模式的理論觀點和假設，以次國家單位作為分析的對象，針對政治系統內部不同組織部門的競爭和互動對中國氣候變化政策的影響進行分析，以補充理性行為者模式對於該政策形成原因之解釋和分析。

The author has adopted Rational Actor Model to analyze China’s climate change policy, but finds out that Rational Actor Model cannot fully explain China’s policy toward international climate politics. Thus, the author tries to apply Domestic Politics Model to deepen the understandings of China’s climate change policy through the analyses of various actors among China’s political system, in order to supplement the theoretical limitations of Rational Actor Model on the study of China’s climate change policy.
