本文旨在介紹屏東縣理念學校的發展與經營策略,並析述新設理念學校―長榮百合國小的創辦理念與方針。因著莫拉克風災在永久屋基地誕生,長榮百合學生主要來自遷村的三個古老排灣族和魯凱族部落,故於學校籌設期間即面對不同部落、學生家長、學界與各界的多元論見。從「零」開始,學校順應各界表述的想望,採民主參與的方式,滿足各界參與和了解辦學方針的想望,順而朝「民主教育」理念學校而前進。這場劍及履及的教育實踐/實驗,以「民主教育」為核心理念,運作已近三年,深得家長與教育相關夥伴的肯定,更從學生身上看見令人興奮的成長點滴。基於「多元文化」、「民族教育」等倡議聲浪甚殷,本文參引相關文獻反思此地方教育政策與學校採民主教育理念的適當性。

英文摘要

The study aims at introducing the development and the administration strategy of charter school in pingtung county. Moreover, reflecting on the ideals of Evergreen Lily elementary school. Due to Typhoon Morakot took place, the habitants who originally lived in their own ancient tribes has moved to the base of permanent houses. The students are mainly from three ancient Paiwan and Lukai tribes, so during the period of construction, the school began to meet the diverse opinions from different tribes, students’ parents, the academic circle and every field of the society. From "Zero", the school caters for the expectations from every field based on the way of democratic participation to provide opportunities for every field to jointly propose the policy to run the school, and moreover, move towards the "Democracy", the greatest common divisor of different opinions. This rapidly and firmly educational practice based on the core concept of the democratic education which has run for almost three years are well received by our academic-related partners. Also, we can even surprisingly see the constantly improvement of the students. There are many propositions and discussions about "Multi-culture" and "indigenous education". The study also acquires relevant documents to review the appropriateness of the democratic education.
