在國民黨政權控制下，台灣-戰後的電信體制，以政府管制、國家投資、獨佔市場的方式，搭配美援政策與聯合國智庫介入下的資費訂定與審議制度，創造出特有的制度性功能:(一)以高裝機費來實現事業養事業的政策目標;(二)以定率電信盈餘上繳國庫來充裕國家經費;同以特別電信稅捐來解決國家財政不足的問題; (三)以特別電信基礎服務優惠方式來服務美援、美軍與聯合國的勢力;同以高裝機費來抑制氏闊的需求以好緩投資與營運上的挑戰。

Under the authoritarian control of the Nationalist Party,the postwar Taiwan telecommunications policy was shaped by the Nationalist state, through intervention, investment, and monopoly, with which coordinated the U. S. Aid and World Bank on the issue of rate-making and its rectification. Conclusively， the institutional functions of Taiwan telecommunications regulation can be specified as:(1)the operation of public utility supported by the high installation charge; (2) a fixed ratio of “the return to government" assisting the capital accumulation; (3) a series of the special fees contribution as a solution for easing the budget tight; (4)a discriminative discount of telephone service serving the U. S. agency, U. S. military and the organizations of the United Nations; (5)a prohibitively high installation fees constrained the user demand that decreasing the conflicts between national planning and telephone usage.
