我國台灣地區各級政府機關擁有大片國公有土地與天然資源，正如美國過去發展之經驗，已可逐漸感覺到雖然我政府機關在提供戶外遊憩、公園與休閒服務之角色日趨廣泛，如森林遊樂區、風景特定區、國家公園、風景區、自然公園、高山縱走登山線、海水浴場、露營場、餐飲旅館服務、寒暑期青年活動營……，然而與美國發展類似，一般而言，只不過是由一些保育天然資繚或改善都市生活品質之主管機關執行其主要機關職掌下之“副產物”而已。國各級政府機構在提供戶外遊憩上之功能、角色以及因應社會變遷與環境變化而產生之“社區戶外遊憩潮流”是本文介紹之重點，作者並希望我有關政府機關也能在提供戶外遊憩機會上更加關注。

The proportion of public land and natural resources in Taiwan owned by the government sector at various levels is relatively high. Like what American has experienced, it could be perceieved that while the role of the government sector in Taiwan in providing outdoor recreation, park and leisure service is vast, generally it has evolved as a by-product of other interests & functions, such as conserving natural resources or improving the quality of urban areas. The author intends to introduce the roles, functions, concened programs in US government sector and the tendency-community by community i.e. outdoor recreation close to home in her near future. The major concern of this is to promote more attention paid by our concerned government agencies from the standpoint of providing public outdoor recreation opportunities.
