西德聯邦自然保護法基於自然資源之承載力及可利用程度、植物及動物的多樣性與獨特性、自然和景觀的美質、以及人類生活所需休養遊憩活動等，訂定自然保護、景觀維護及戶外遊憩之規定。依該法可劃設自然紀念物、自然保護區、國家公園、景觀保護區、自然公園等，提供國民廣大休閒空間與高品質遊憩環境，其有關之法令規定值得我國參採。在行政體系方面，因事權統一，得使各項工作落實。

Based on carrying capacity and usability of natural resources, variability and specificity of flora and fauna, natural and scenic characteristics, and the need for leisure and recreational activity in human life, the Federal Nature Conservation act of Germany sets regulation son nature preservation, scenic protection and outdoor recreation. In oder to provide people large amounts of open space for leisure activities, and a high-quality recreational environment, the Act provides the basis for the establishment and management of natural monuments, nature preserves, national parks, scenic preserves, and natural parks.
