本文旨在探討現行台灣地區土地利用規劃之體系及法制中對提供遊憩使用地的規範概況、相關課題以及其間的關係。循以往之研究，確認以相關法令位階、計畫體系層級以及主管機關角色等三項爲研究分析架構之內涵，並逐一檢視現行規範體系與法制之概況。另分由當前土地利用規範內涵與供遊憩使用地等兩個層面，剖視其間的癥結，籍由有關機構從業人員深度訪談的意見彙整，研提對策，建構其中的關係。本文建議釐清遊憩用地之編定與變更編定的評定標準，並應成立事權統一之主管機關；同時，確定基本法之地位（如台灣地區綜合開發計畫的法定地位），減少各目的事業主管機關行政令函的干擾，強化綜合計畫與部門計畫的上下位關係，並循此脈絡釐清各主管機構的角色。

The purpose of this study is to investigate therelation shipbetween planning context of land-use and supplyof outdoor-recreationopportunity in Taiwan. Base on previous studies, three issues including suitability of relevant legislations, planning hierarchy, and therole of responsibility of related administrations are of immens importance among others andwere choosen for study. This paper also examines the contemporary regulations and criterion ofland use planning, in particular of their positive and negative effectsupon supply of outdoor-recreation opportunity. Some strategical solutionsto the confusing situation were derived from basic principles of administration and depth-interview of the concering administratiors Finally, suggestions were made:
1. The responsibility of classification of recreational land and follow up changes of non-recreational land into recreational land should be clarified.
2. The hierarchy of related regulations should be reconstucted so that disturbance by administrative orders can be reduced.
3. The responsibility of concering administration should be clarified.
4. The relationship between the comprehensive land-use plan and management plan of specific recreation area should be established and strengthened through coordinating efforts.
