在國民旅遊風氣日盛的今天,民間投資開發的遊樂區激增,然而或因經營理念差異,或因遊憩、安全、衛生、消防等設施標準之差異,致使民營遊樂區之品質良莠不齊,本研究首先針對民營遊樂事業之現況問題及相關法令分析,並探討民營遊樂區之管理理論,以提出民營遊樂區分級管理制度之建議。本研究對遊樂區之主管單位、專家學者及各遊樂區業者進行有關分級管理方式及評鑑因子之問卷調查。評鑑分級因子層級分爲環境落實、經營管理與效益三大類因子。環境落實層面包含規劃與設計之合法性,環境與設施之合理性,及基本服務設施之安全性;經營層面包含人事及財務之經營,環境與設施之經營,商業及服務之經營;效益層級包含遊樂品質效益及社會效益,由階層分析結果可知遊樂區的合法性和設施的安全性與環境設施之經營是較重要的評鑑因子,其次爲環境與設施之合理性、遊樂品質效益、商業及服務之經營,重要性最低的評鑑因子爲遊樂區的人事及財務經營管理與社會效益。依此民營遊樂區評鑑因子及分級管理方式之建議,可對民營遊樂區進行分級的管理輔導,以提昇臺灣遊樂事業之服務品質。

英文摘要

Private recreational areas are invested and constructed enormously in the recent years. Since the difference of management belief as well as the discrepancy of facilities' safety, health, and fire prevention, some recreational areas have bad quality This study first analyzes the problems and regulations of private recreational areas, then investigates the management theory, and finally suggests a classified management system. A questionnaire survey is completed by administrators, recreational areas' managers, and scholars for analyzing classified criteria and implemented method. There are three major criteria to evaluate private recreational areas.These are 'environment development,' 'administration,' and'benefits' of the areas. The environment development is composed by three factors that are 'legitimate,' 'safety,' and 'rationality.' The administration is composed by 'personal/ financial,' 'resource/ facility' and 'commercial/ visitors' management. Benefit includes 'pleasure' and 'socia 1' benefit. Analytic Hierarchy Process method is applied to compare the importance of these criteria. The result shows that the legitimate, safety, and resource/ facility management are the most important factors, the secondary important factors are rationality, commercial/ visitors management and pleasure benefit, while personal/ financial management and social benefit have the least importance related to the qualification of a recreational area. The implemented method and procedure are also suggested to establish the private recreational areas classified management system.
