近幾年來，美國將近有五十多個大都市正規劃興建或擴充現有會議中心的設備，以吸引每年7%的會議成長市場。會議中心的興建不僅能提升都市的形象，對沒落區予以再發展的機會；另一方面亦能吸引相關產業與人才，帶動觀光旅遊業的發展，直接、間接地增加就業機會與稅收。未來高雄市欲爭取亞太營運中心設置，吸引跨國企業，擴大與國際經濟體系的互動交流，將會產生很多經貿往來機會與會議、展覽的需求。而高雄市目前欲舉辦大型國際會議或經貿展，均缺乏適當的會議場地與展覽場所。因此，本研究將吸取國外與台北國際會議中心的設立經驗，來探討高雄市設立國際會議中心的可行性與相關發展議題，以提供高雄市政府發展會議產業的參考。

There are about fifty cities in the stage of either planning and developing new convention centers or expanding existing convention facilities in the United States. These actions are aimed to attract 7% growing convention market per year.The development of a convention center not only can improve the city's image,but also can stimulate and redevelop the declining area. In addition, the development of a convention center is an effective means to encourage the establishment of the relavent enterprises and businesses in the area Such actions can also promote tourism development and in one way or another to increase job opportunities and tax revenues.The Kaohsiung City is becoming a prosperous international city and aiming to develop an Asian Region Operation Center in the Pacific Rim. It is foreseeable that there is a tremendous demand for trade shows, exhibits, meetings, and conferences At the present time, there is no sufficient and suitable facilities to meet the potential convention market demands in Kaohsiung City. Based on the observation and analysis of foreign experiences and Taipei Convention Center, the purpose of this preliminary study is to investigate the feasibility of devloping a convention center in Kaohsiung City and provide strategies for the Kaohsiung Municipal Government.
