由於教育評鑑具有績效責任與價值判斷的特質,實施時很容易引發討論與批判,特別是在推動實務與技術上的爭辯往往會比理論上的探索複雜許多。面對挑戰,教育評鑑如何引入新思維和新技術,讓理論與實務的發展符合時代脈動與實際需求,實為教育評鑑的重要課題。本文嘗試從探討創意與創造力的系統與內涵出發,透過文獻分析並連結當代教育評鑑取向與模式的發展狀況,再參酌現階段教育評鑑的實務,歸納出教育評鑑創意取向的三項核心內涵與九項原則,九項原則分別是多元取向、真實評鑑、非線性思考、情境導向、方法彈性、重問題解決、立即提問與回饋、符應需求、深度互動與學習,提供教育評鑑在取向模式與實務運用的參考,協助國內現有評鑑工作持續改進。

英文摘要

Due to the feature of accountability and value judgments, the education evaluation usually suffers many discussions and criticism easily. The argument on evaluation practice often much more complex than theoretical exploration. It is an important issue for us to merge new ideas and new technology that allows the development of theory and practice line with the trend in evaluation process. In this article, we attempt to explore the content of creativity, connect the information of education evaluation approach, and consider the practice and implementation of education evaluation. We conclude the three cores content and nine principles of creative approach, the nine principles are multiple approach, authentic evaluation, nonlinear thinking, flexible methods, emphasis on problem solving, questions and feedback immediately, meet the needs and the depth of interaction and learning. We hope can reduce the barrier we encounter to increase mutual understanding and ultimately provide some suggestions for government and further educational evaluation studies.
