中文摘要

隨著我國高齡化、少子化加重,為讓老人生活無虞,政府規劃辦理「不動產逆向抵押貸款制度試辦方案」,於102年5月、8月兩次開放受理申請,但都不符合資格,主要原因為老人有法定繼承人,其次是未單獨擁有不動產等因素。本研究希望透過整理分析不同國家學術文獻研究,更深入了解此制度運作方式,針對試辦方案運作可能發生之困難加以分析,建議放寬申請人資格、開放夫妻共同擁有不動產申請限定、抵押物價值限額提高,經過宣傳引導,試辦修正,建立適合國人的產品,多一層老年經濟安全保障。

英文摘要

As the aging population and low fertility have become the main trend in Taiwan.To let the elderly achieve the economic independence in their life, the government issued reverse mortgage policy on May and August 2013. However, there are no people qualified for this program. According to the report, this is mainly due to the fact that the elderly have an heir at law, and they do not have the real estate ownership exclusively. This study intends to arrange and analyze different country essays to deeply understand how this program works. In addition, it aims to analyze the difficulties which the government may confront when carrying out this policy. In conclusion, we suggest easing applicants’ qualifications, granting the application for joint real estate ownership, and raising the amount of maximum limited mortgage. Hopefully, after the continuing revision, the government can establish the system suitable for the public to maintain the economic security in old age.
