台灣現有之合法商業博弈活動只有公益彩券，銷售地區包含台澎金馬。2012年7月7日馬祖離島博弈公投以過半贊成過關，故未來國內博弈產業可能會增加另一種產品，也就是整合型博弈渡假村。本研究希望借鏡亞洲鄰國具島嶼特性地區，其博弈觀光之發展經驗為國內建立賭場渡假村之參考，也就是採用南亞區之新加坡、東北亞區之南韓及東亞區之中國澳門為研究對象，探討這三個地區博弈產業發展之成功因素。 研究方法採用文獻回顧及次級資料分析，整理中國澳門、南韓及新加坡在發展博弈觀光產業過程中所遭遇之問題、因應對策與成果，透過比較分析後從數據中歸納出具體明顯的成功因素。 結果顯示：政府在離島設立賭場渡假村是振興地區民生經濟速效處方，要與觀光業整合發展並相輔相成，嚴格管理經營業者及參與遊戲國民是創造優勢及永續管理之計。

The Public Welfare Lottery is the only legitimate gaming activity in Taiwan. On July 7, 2012, the majority of residents of Matsu voted referendums in favor of gaming industry. In the future, a rising product for the domestic gaming industry in Taiwan will be “casino,” as known as the international integrated resort (IRR). In this study, it intends to learn the successful experiences from the Asian neighborhoods on the gaming development for the domestic tourist establishment of the integrated resort. It is to take Singapore, South Korea, and Macau as the research objects to explore the key elements to succeed in gaming industry. The research method of the study adopted the literature review and secondary data analysis to synthesize and conclude the confronted problems, coped strategies, and consequential outcomes occurred to the tourism and gaming industry of Singapore, South Korea, and Macau. It is to discover the substantial elements of success from the data analysis and literature comparison. From one point of view, the results showed that developing gaming industry integrated with the development of the tourism industry on the establishment of an integrated resort, is good for people’s livelihood and economic. However, much stricter management on the industry operators and residents is required for the long- term extensive advantages and sustainability development.
