Based on the case of metropolitan Taipei, this paper uses the multi-scalarframework to [investigate OR examine] the reality of political governance and thechallenge of neo-liberalist urban strategies. [It is argued OR This study argues] thatthe realization of state rescaling and neo-liberalist strategies in the greatermetropolitan Taipei area does not [upgrade OR increase OR improve] itscompetitiveness, but rather has worsened existing environmental and socialcontradictions. These effects not only result from the improper nature of neo-liberaliststrategies that favor property market interests, but above all [are created by OR from]the [articulation contradiction OR contradictory articulation] of multi-scalar politicalgovernance, which has constrained the effects of the practice of neo-liberalist urbanstrategies within the fragmented administrative institution of metropolitan Taipei.

本文以大臺北新都會為案例，運用多尺度的架構，討論分析了新自由主義都市開發策略的治理現實與挑戰。相關的內容指出，2000 年以來，在面對全球化的挑戰過程中，國家所採取的再尺度化與新自由主義都市開發策略，在大臺北新都會實踐的結果，不只沒有提升大都會的國際競爭力，而且惡化了都會的環境與社會的矛盾問題。造成這個結果的原因，除了新自由主義都市策略的親不動產市場利益的不當特質之外，更重要的，也是由於他們在一個碎裂細分的大都會行政區劃的治理環境中實踐時，多尺度的政治治理連結矛盾效應，造成都市策略的無效化所促成。
