In the past decade, the rapid expansion of graduate schools has brought up a growing concern called “highly-educated and unemployment”. There were nearly 1,500 graduate programs set by universities during 2003-2013, along with 208,780 graduate students in total (Ministry of Education, 2014). Especially when many countries lay stress on both “the link between education and labor market” and “graduates performance” in the assessment of higher education quality, it becomes an arguing investment to judge if doing a master degree is worthy. Do master’s degrees mean more job offers? In this study, 10 experts from industry, government and university were interviewed with semi-structural interview. According to research findings, some appropriate recommendations for policy makers were provided.
