僑教政策之目的在於培養海外華裔人才,促進中華文化在海外延續傳承發揚。我國僑教政策係基於憲法精神、歷史淵源、文化傳承、國家長遠發展及整體利益而訂定,秉持「凡中華兒女均應有就學的機會」、「華僑為革命之母」、「無僑教即無僑務」之理念,推展僑教政策。40學年度起持續鼓勵、輔導僑生回國升學,是政府一貫的既定政策。自84學年度起,依據大學法予各校招生自主之精神,由各大學組成「聯合招生委員會」共同辦理海外招生事宜。 有關「外僑生回國升讀大學」為題,已有專書《招收海外僑生來台升讀大學之研究》做詳盡析論,「海外僑生回國升讀研究所」之議題,亦屬高等教育,有值得探討之處。 根據僑務委員會2013年3月30日網站資料,2013年秋季入學僑生及港澳學生申請就讀大學碩士班,各大學開放碩士班名額有4204名,錄取人數484名;博士班開放名額733名,錄取人數僅11名。以此數據而言,開放多元入學、立意良善的僑生高等教育育才政策,何以未能充分發揮效能,是本論文<僑生申請就讀研究所政策及現況探討>撰寫之由,嘗試提出一些分析與建議,希望能使相關單位重視此一議題,以利政策之推展。

英文摘要

The main purpose of the overseas Chinese education policy lies in the cultivation of the talents of the overseas Chinese and in spreading the heritage of the Chinese culture overseas. Our overseas Chinese education policy is based on the Constitution spirit, the historical originality, the cultural heritage, the long-term national development and the general interests. It is promoted by sticking to the concepts of “All of the Chinese children have the equal opportunity to be educated,” “The overseas Chinese are the main founders of the Republic of China,” “No overseas Chinese education; no overseas Chinese affairs. Therefore, our government has started helping the overseas Chinese students to return home to study ever since 1951, and each university has further recruited students to study at each institution by organizing its own Joint Recruitment Committee respectively. There have been special books and featured issues on theresearch of the overseas Chinese students returning Taiwan to study; however, according to the Overseas Chinese Affairs Committee website data published on 3/30/2013, for the Fall 2013 graduate schools for the overseas Chinese students, there were 484 students who were admitted to enter the Master Program in the offered 4204 student quota; and there were only 11 students who were admitted to enter the doctoral Program in the 733 offered student quota. It is quite obvious that our well-designed overseas Chinese education policy has not met the expected objectives. This trend has stimulated this article entitled “An Exploration of the Current Policy of the Overseas Chinese Students applying for Studying at the Domestic Graduate Schools” to give some analyses and suggestions on this issue on which the relevant governmental agencies may place significant emphasis.
