The purpose of this paper was to evaluate the website quality of Special Education Resource Centers (SERC) in Taiwan through a self-developed checking list. First of all, the weights of 21 criteria were calculated by using Analysis Hierarchy Process (AHP). And then, those weighted criteria were applied to evaluate the website quality of 31 SERC via Grey Relational Analysis (GRA). In the end, The ranking and sequence for emulation were presented in Reachable Grey Structural Modeling (RGSM).There were 31 websites of SERC from different counties and cities in Taiwan that have been selected as the evaluation targets. A self-developed “Special Education Resource Centers Website Quality Checklist” was applied to evaluate the above website quality of SERC. There were three dimensions and 22 criteria in this checklist: (1) enrichment of website (with 9 criteria), (2) quality of content (with 6 criteria), and (3) quality of design (with 7 criteria).The results showed the weight of all criteria of the checking list could be different and the consistency index was acceptable. For the website quality, the best website was “Kaohsiung Special Education”, the second website was “SERC of Nantou” and the third website was “SERC of Taitung County”.
