自1980年代末與1990年代初,為增進一般與身障人士之教育機會均等,世界主要國家開始致力發展其高等教育身心障礙支持服務系統,成為在高等教育發展之新方向。法國自2007年9月由其高等教育暨研究部與全國大學校長聯席會議共同簽署《大學與身心障礙憲章》,主要目的在保障身心障礙大學生受高等教育的機會,使其能順利成功就學。此憲章建議各大學應設立一專責之身心障礙支持服務系統,負責輔導身心障礙大學生之就學與後續職涯規劃。本研究主要透過文件分析法與在法國移地研究訪談,探究法國中央高等教育暨研究部與各大學如何推行此一高等教育身心障礙支持服務系統,並分析其實施特色與發展問題,以期提供我國多元面向思考精進我國針對身心障礙大學生所實施之相關高等教育支援服務系統及其實務發展。

英文摘要

Since the late 1980s and early 1990s, because of the growing concern for equal rights and equal opportunities for people with disabilities, many countries in the world have begun to promote disability support service system in higher education, and this has become a new direction for the development of higher education. In France, in September 2007, a disability charter was signed jointly by the French Ministry of Higher Education and Research and the President of the Conference of university presidents. The objectives of the charter are to guarantee educational opportunities and to encourage the admission and success of students with disabilities. This study aims to investigate the implementation of disability support service system in French higher education—a new direction for higher education. It discusses the implementation of the system mainly through documentary analysis and field study interviews. Furthermore, it analyzes the characteristics and development issues of the system. It is hoped that through diverse thinking, practice related to disability support service will be improved for students with disabilities in higher education in Taiwan.
