當緊急災害發生時，即時傳遞公共警報給所有大眾的關鍵角色即為政府。在現今智慧聯網之發展下，如何於緊急災害即將發生或發生之時，要求特定機關或民間機構開放與共享資料，提升災害應變效率；並且，利用涉及民眾個人資料之救災資料進行管制，以及將緊急災害資訊傳遞至最後一哩，和實際的災害資訊數據利用，皆為推動智慧防救災首要面對之問題。本文將以歐盟與英國之緊急防救災之法制發展作為研究主軸，探討國際上之智慧防救災趨勢。

Government plays a key role to access and to alert public when emergency disaster happened. The world of disaster communications has been transformed into new technologies, such IOT. However, government needs to regulate collecting and using environment data which is related to personal data. It is also important that sends emergency information to last mile. This research is comprise of EU and UK regulation to emergency and disaster response, and highlights the trend of international smart disaster response.
