本文從都市自然的建構與治理觀點,探討臺北都會區河岸結構性功能與意義 的歷史轉變,並關注其中內蘊的社會張力。基於新聞報導、文史資料及政府文獻, 本文描繪臺北都會區河岸意義與相應之治理術的四個互有重疊階段:(1) 拓墾時 期的水利秩序與舟楫之利;(2) 日本殖民現代性與戰後威權現代性下的治水工 程;(3) 從邊緣治安地景到界面集體消費地方的淨化策略;(4) 觀光遊憩化、生 態保育化與縉紳化的綠色資產。河岸的意義和功能定位,從通道到邊緣,再到界 面與核心的轉變,顯示了晚近都市自然的再價值化,這同時是選擇性的階級吸納 和排除過程。臺北都會區在全球競爭的轉型過程中,發展出河岸景觀化、美學化、 資產化等治理技術,以及環境主義的選擇性納編與綠色主體形構,可以歸結為綠 色治理體制的崛起。

英文摘要

From the perspectives of construction and governance of urban natural areas, this study discusses changes in function and meaning of the waterfront in the Taipei metropolitan area, and argues that the social tensions therein should be noted. Based on news reports, official documents and related literature, transformation of the waterfront’s meaning and its governance in Taipei can be divided into four stages: (1) the order of irrigation and river transportation in the Qing Dynasty; (2) modern hydraulic engineering and flood protection under the Japanese colonial modernity and the post-war authoritarian modernity; (3) strategies of purification and greening by which the waterfront changes from an urban fringe and source of anxiety to an interface for contact with nature and recreational sites; and (4) treatment of the waterfront as green asset where leisure activities, conservation and gentrification take place. From a channel, fringe space, to an interface, then to a core asset of a city, the meaning and functional positioning of urban waterfronts have changed over time. A tendency exists toward the revaluation of urban natural areas, which is also a process of inclusion/exclusion. Results of this study show that under pressure by global competition and other structural forces, one can see the emergence of a new regime of waterfront governance, or green governmentality, with a special focus on strategies of landscaping, aestheticization, environmentalism, and formation of green subjects.
