1990 年代開始,隨著全球化的影響,臺灣跨國工作者的增加,帶動以女性流動為主的跨國 婚姻,大量婚姻移民衝擊國內原本的族群與家庭生態,促使政府開展新移民輔導措施。多年的 婚姻移民現象之後,有必要再進一步分析我國目前跨國婚姻的現況及移入人口特質之變化,瞭 解其在臺生活情況的轉變,做為臺灣未來新移民政策的參考。本研究以次級資料分析與焦點團 體法,探討近五年臺灣新移民弱勢情境的轉變、本國民眾如何看待新移民、本國民眾對新移民 照顧輔導政策觀感等等,最後根據研究結果提出政策建議,以做為未來新移民政策及實務工作 者的參考。

英文摘要

Since the 1990s, along with the phenomenon of globalization, more Taiwan people worked abroad and married with female foreigners. The mass of female immigrants challenge the original systems of race and family in Taiwan which force the government to be involved in providing social services for them. After twenty years of mass cross-national marriage, it is necessary to review the changing profile of female immigrants in Taiwan to see the change of their demographic feature and their life qualities. Using secondary data analysis and focus groups, this study tries to explore the change of inferior status among female immigrants, to understand the situation of discrimination from Taiwan residents, and to clarify the attitude of Taiwan people towards multicultural social policy. In final, policy implication is made for the government and practical workers.
