本文透過對社工專業發展論述之初步整理,呈現社會工作專業發展所面對到的議題以及產出的樣貌,重新思考台灣社會工作專業制度發展的方向。經分析後,發現社會工作專業發展與國家力量之間存在矛盾關係:即台灣社會工作專業發展採用合法性與壟斷性的證照策略,透過國家力量介入產生專業制度,且相信透過證照制度的建立、持續的改善證照規定及法案補充,就可確定專業地位。但國家證照制度的後續發展以及結果,讓社工群體對社工專業制度建構內涵產生質疑,並形變為一種由國家主導的專業。最後本文認為,目前社會工作專業在面對國家主導的專業市場時,應縝密辨察存在於國家與社工專業發展之間的權力競合關係,以及此種關係對專業發展造成的影響。

英文摘要

This paper discusses the issues and current shape of social work professional development through preliminary compilation of discourses on social work professional development in Taiwan, and to rethink its development direction. Analyses show a contradiction between social work professional development and state power, especially a licensing strategy that stresses social work’s legitimacy and monopoly through state intervention and introduction of national license examination, based on the belief that by creating a national license system and continuous improving license requirements and related acts, the professional status of social work can be confirmed. However, the results are not as expected. The national license system causes social workers to doubt the creation of such a professional system leading to a state-led profession. Finally, the paper argues that in the state-led market, social work professional should carefully examine the competition between social work and the state, and its impact on professional development.
