1899 年美國學者在泰國成立大學公共行政系,並且在19 世紀建立新的公務員
制度。同時也有很多泰國學者到美國研習公共行政,以便發展泰國公共行政專業。
一百年來,這方面的努力已開花結果。在泰國已成立了160 個公共行政大學部,40
個研究所,公共行政在泰國已成為重要學科。本論文旨在探討泰國公共行政碩士教
學的現狀。其內容包括:泰國公共行政研究發展之簡述,碩士班教學課程狀況,並
深入探討公私大學教學課程狀況。本文的研究方法採用深度訪談法,對系所主任、
教師、以及學生進行深度訪談,提出改進意見。

英文摘要

Ever since Public Administration has been initiated and founded in Thailand by
scholars from United States of America in 1899, it was intended to create new cadre of
civil servants for the Thai bureaucracy during the 19th century. A number of scholarships
were given to Thai scholars to study Public Administration in the U.S. in order to support
the early development of the field and to become professors later after their graduations.
Over 100 years of staggering development of the field, Public Administration has been
flourished. More than 160 undergraduate curriculums plus over 40 graduate studies have
been offered allover the nation nowadays. It is considered “highnoon of Pubic
Administration” in Thailand. This paper aims at exploring the state of teaching Public
Administration in Thailand. First, a brief development of Public Administration as a
field of study in Thailand is discussed. Then, the author explores the teaching
curriculums of graduate study at Master level offered in Thailand. A number of
curriculums from state and private universities have been particularly investigated. Opinions derived from in-depth interviews with various stakeholders, such as program
directors/administrators, students, teachers/professors, executives in the market, etc. were
presented. Recommendations for further actions are also discussed at the end.
