考試院通過「考試院文官制度興革規劃方案」,確定公布公務人員之核心價值 為「廉正、忠誠、專業、效能、關懷」,並於2010 年3 月訂定公務人員服務守則, 責成公務人員保障暨培訓委員會加強公務倫理與公義社會宣導。然公務倫理本身定 義與內涵眾說紛紜,亟待瞭解如何透過公務倫理訓練課程擴散或傳遞其知識內涵及 如何進行評量,直言之,也就是公務倫理教得出來嗎?要教什麼?要如何教?教得 有效嗎?如何評量?這是一連串伴隨而來的問題,而公務倫理訓練課程在教學與評 量方面不論國內外研究甚少受到關注,可否藉由企業或醫學等不同類別倫理教學研 究進行相關探究。 本文首先針對公務倫理價值取向、內涵與守則作一闡述;其次將目前公務人員 保障暨培訓委員會辦理之公務倫理訓練依其訓練類型、教材內容與教學方法,及學 習評量等面向分別進行檢討分析,再依企業與醫學等不同類別倫理教學或評量作為 他石之山,最後對公務倫理訓練課程之教學與評量提出有關課程類型、課程教材、 教學方法、師資講座、評量層次、評量內容、評量工具及學習回饋等8 項具體建議。

英文摘要

“The Planning Program to Strengthen the Training of Civil Servants” was passed by Examination Yuan. This has established the core values of civil service as “Integrity,” “Loyalty,” “Professionalism,” “Effectiveness” and “Compassion”. In addition, government announced the service principles of civil servants, and asked Civil Service Protection and Training Commission to communicate with the public. But as we all know, when we define administrative ethics, there are a lot of different definitions and contents. Therefore, it is important to research on the question of how to teach and evaluate administrative ethics in this field. Regarding the administrative ethics teaching, there are more questions to be asked. Can we teach it? What do we teach? How to teach it? And the effectiveness of the teaching? How to evaluate the result of the teaching? There are a serie of questions accompanying with the research of the administrative ethics, which is a seldom focused topic in the field. This research used some ideas from business and medicinal research in order to find out the way to discover the questions. This article includes (1) exploring the approaches, contents and principles of Administrative ethics, (2) elaborating the relative researches on teaching and evaluation of administrative ethics courses (3) providing some suggestions on teaching and evaluation of administrative ethics as following teaching category, teaching material, teaching method, instructor, evaluation level, evaluation content, evaluation instrument, and learning feedback.
