本文基於比較分析各國家地區的輔助警察制度之異同，試圖探討是否可以進用全時支薪的輔助警察人力，替代正規警察從事非執法性的工作，以讓更多的正規警察能調往外勤第一線去從事執法性的工作，以減輕正規警察的工作負荷。經比較分析英國、美國、中國大陸、香港及台灣地區等國家地區的輔警制度結果，發現其輔警制度各具有特色與正面的功能，同時亦皆存在一些有待克服的困難點。因此，本文對輔警的未來發展提出幾點建議，包括輔警業務類別化、輔警制度法制化、輔警訓練專業化、輔警執勤課責化，以及輔警文化志業化等，提供警察實務界及學術界之參考。

Based on comparative analysis of the similarities and differences of each Auxiliary Police System among countries and areas such as England, U. S. A. Mainland China, Hong-kong and Taiwan, this article try to explore the possibility of using the full-time paid Auxiliary Police manpower to replace regular police engaged in non-enforcement work to allow more regular police can engage in law enforcement, and to reduce the work load of the regular police. The results of the comparative analysis found that each Auxiliary Police System has positive features and functions, while there are some difficulties to be overcome. Therefore, this paper puts forward some suggestions for the future development of the Auxiliary Police System, including the classification, formalization, professionalization, accountability and voluntarism of Auxiliary Police.
