勞工健康檢查是職業衛生保健工作相當重要的一環,本研究以管制理論為理論基礎,探討目前勞工健康檢查的問題,並提出改善策略及政策建議來提昇勞工健康檢查的品質。研究方法採用文獻分析及16位相關人士之深度訪談(包括受僱者、工會代表、企業管理者,以及醫療健檢部門之管理者與政府衛生及勞工主管機關之代表)。針對非指定醫療機構加入勞工健康檢查市場,醫療健檢部門、勞工及衛生主管機關均表反對意見;其次,本研究發現目前勞工健康檢查市場低價競爭及推銷自費項目情形嚴重,導致事業單位無法選擇。本研究指出我國勞工健康檢查制度之問題,並提出政策建議以為未來相關法規修正之參考。

英文摘要

Occupational health examination plays an important role in occupational health services. The purpose of this study, based on regulation theory, is to explore the problems of labor physical examination, and propose strategies to enhance the quality of the labor health examination and institutions. In-depth interviews with 16 stakeholders,include employees,union representatives,managers of enterprises,and executives of medical care facilities. Department of Health and Department of Labor are against the undesignated medical organizations joining in the health examination market. The reasons are the fear of the deterioration of the quality of the labor health examination, the serious price war, and the inspecting quality of the smaller medical organizations. As a result, the company would not be able to choose the assigned medical organizations. We identified several problems evident in the current system of the occupation health examination, and made policy suggestions for improvement.
