在現代多元的社會裡，各種政策論述非常多元化、複雜化、快速變遷、且受到全球化的影響，公共政策的制定，很容易讓人們覺得莫衷一是，因此必須要有政策企業家的崛起。本文分析政策企業家名詞的來源、內涵、特質、角色、能力、與策略，以及在政策改革中所應有的作為。 研究方法從政策企業家的概念加以分析推演。本文發現政策企業家對時代的發展要有敏銳的洞察力，在提出政策主張時，要動之以情、順之以理、服之以德。 研究結論認為政策企業家必須結合「識」與「勢」，將混沌不明的各種政策主張，加以批判，定亂止紛，以洞燭機先的方式，提出正確的政策主張，並強力營造政治勢力，將問題流、政策流、政治流，匯流於一，開啟政策窗，進行政策改革，提升社會的進步與繁榮。

In modern pluralistic society, a variety of policy discourse is very diverse, complex, rapidly changing, and is affected by globalization. Public policy is not easy to make people feel able to agree, so there must be the rise of policy entrepreneurs. The method to carry out in this paper is deduction from the concept of policy entrepreneurs, to analyze the connotation of policy entrepreneurs, to explore the source of the term, characteristics, roles, capabilities, and strategies of the policy entrepreneur. This paper finds that during policy changing policy entrepreneurs should have a keen insight and persuasion with pathos, logos and ethos. This study concludes that the policy entrepreneurs must combine "truth" and "power", make the right policy advocacy and create political forces, converge problem stream, policy stream and political streams, and open policy window for policy reforms to enhance the progress and prosperity of society.
