中文摘要

「公共服務動機」是近年來在公共行政學理及實務上皆廣受矚目的研究議題,其原因主要在於政府改革的目標是希望能建立具有效能之政府,而決定政府效能良窳的關鍵因素之一便是公務人力的素質,因此如何促使具有高公共服務熱誠的優質人力能進入政府部門服務,便成為今日公共行政上的重要研究課題之一。本文係一研究紀要,其主要目的在探討「公共服務動機」此一概念的意涵及測量方式,並以文獻檢閱的方式來回顧以公共服務動機此一概念作為「前因」或「後果」之相關研究,以使國內學者瞭解公共服務動機此一課題在西方公共行政研究領域上的發展情況。本文最後並將分析公共服務動機研究的限制,特別是在本土研究應用上的局限,並展望其在我國環境下的應用發展。

英文摘要

Public Service Motivation (PSM) is defined as an individual’s orientation to delivering services to people with a purpose to do good for others and society. As one of the most important research issues in the field of public administration, PSM plays a key role in government manpower reform for motivating civil servants towards achieving public purposes.However, there may exist cultural differences in motives toward public service, and it is essential to elaborate PSM as both a construct and measure in terms of socio-economic contexts while applying the concept of PSM to domestic issues. With emphasis on the possible antecedents and consequences of PSM, this study aimed to review the literature about the PSM constructs and measures as the foundation of developing local-related PSM measurement model.This paper concluded with some remarks for further development of PSM in local settings.
