從近年來臺灣發展TOD 的過程觀之,係以提升大眾運輸旅次為主要規 劃手段,尚停留在規劃者的想法,並末考量民眾的需求。此外,對於TOD 相關研究,仍多屬實證模型,尚缺乏理論基礎結合,使得TOD 的研究沒有 適地性,其理念的合理性也尚待討論。因此,如何調適既有的TOD 理念, 使其具有適地性、合理性及理論基礎,以塑造出友善的步行生活環境,成 為臺灣發展TOD 都市的首要課題。本研究將以「新板特區」為研究對象, 應用「空間型構法則」之理論與步行導向設計理念為基礎,分析TOD 步行 環境與周圍土地使用配置之合理性,並以理論的觀點,檢視捷運場站周圍 土地使用該如何調整,以符合當地之步行環境,進而落實TOD 發展成效。 本研究成果發現, TOD 區內步行環境的便捷度與距離場站之遠近並非正比,且新板特區土地使用配置強弱與步行路網便捷值高低並不相同,而傳統 TOD 規劃思維存在著隱憂,透過空間型構與步行導向規劃思維的結合,貝1j 能使臺灣TOD 發展跳脫傳統且單調的規劃方式,進而將土地使用規劃與步 行路網之特性進一步整合,讓TOD 規劃能更具迫地性與合理性,並在規劃 過程中具有理論與實務的基礎。

英文摘要

Taiwαn's trαnsit-oriented development (TOD) in recent yeαrs has been bαsed on increαsing public trαnsit ridership as its main planning tool, and this planning remα'ins confined to the plαnners ’ thinking without taking the public ’ needs into considerαtion. Moreover, studies on TOD αre mostly αttαched to empirical modeling without much support from α theoretical foundαtion﹔ as α result, these TOD studies α:re not Zoeαtion-bαsed and the rαtionality of their ideαs hαs yet to be recognized. Therefore, how to αppropriately αdapt existing TOD ideas by injecting them with locαliity, rαtionαlity and α theoretical foundαtion to shape friendly pedestriαn living environments has become the foremost issue to be discussed in Tαiwαn s TOD. This study takes the “New Bαnqiao Special District (NBSD) ’, as its subject, and applies the theory of “space syntax ’, αnd pedestriαn oriented design concepts as foundαtions to analyze the rαti onαlity of the TOD walking environment αnd the rαti onαlity of the land use coefzgurαtion in the surrounding αreαs. Finally , theoretical points of views αre taken to eχαmine how the lands αround MRT stαtions should be used so αs to match up with the locαlwαlki effective TOD. The results from this study reveal thαt the convenience of the wαlking environment within the TOD areas is not directly proportional to the distance from the MRT stαtions. Furthermore, the intensity of the land use coefzguration in the NBSD does not correspond to the convenience of the walking network. While traditional TOD thinking is troubled with hidden concerns, the combinαtion of spαce syntαx αnd pedestrian-oriented thinking will lead Tαiwαn, TOD to breα!k the shαckles of traditional monotonous planning methods αnd further help integrαte land use plαnning with the chαrαcteristics of wα!king networks, α!lowing TOD planning to be more αrppropriαtely locαtion-bαsed αnd rαti onαl and providing both theoreticα1αnd practical foundαtions for the planning process.
