本文試圖以「APEC 企業諮詢委員會」（APEC Business Advisory Council, ABAC）為研究主體，說明「亞太經濟合作」（Asia Pacific Economic Cooperation, APEC）如何在發展過程中導入企業的觀點，討論並分析公私 部門合作對推動區域經濟整合的能量。本文並進一步描述與解釋私部門實 質參與國際組織運作的功能性，透過加強對私部門參與國際組織的經驗分 析，來解釋私部門對亞太區域經濟整合的關鍵角色，進而重新思考如何定 位未來私部門在區域性經貿開放中所扮演的倡議功能與地位。

This paper aims to examine the integral role of business in Asia Pacific Economic Cooperation (APEC) through its engagement with the APEC Business Advisory Council (ABAC). At the same time, this paper attempts to explore how public private partnership facilitates the development of regional economic integration. Finally, from a broader perspective, through the review of active participation of the private sector in international organizations, the paper concludes that it is necessary to reconsider the role of the private sector as both an initiator and contributor to pursuing regional economic integration and liberalization in the future.
